Drama as Nairobi MCA swears in the name of Raila

On Thursday, September 29, 124 Members of Assembly (MCAs) of the third County Assembly of Nairobi were finally sworn in.

Nairobi Governor Johnson Sakaja gazetted the first sitting paving the way for their swearing-in which had technically been delayed for several weeks.

The city legislators are the last to take the oath of office after a section of Azimio la Umoja One Kenya Coalition party accused the county boss of delaying the exercise.

Pursuant to Article 74 of the Constitution, no person shall assume or perform any functions of the office of a member before taking and subscribing to the Oath.

However, just like it was witnessed during the swearing-in of Deputy President Rigathi Gachagua on Tuesday, September 13, there were dramatic scenes during the exercise.

This was after an Azimio la Umoja One Kenya Coalition legislator swore to be always loyal to former Prime Minister Raila Odinga.

“I Joyce Jamosa Lugonzo do swear in the name of the almighty God that I shall always be loyal to my party leader,” the legislator said.

This forced the clerk of the Nairobi County Assembly Edward Gichana to ask the nominated MCA to retake the oath of office.

“I Joyce Jamosa Lugonzo de swear in the name of the almighty God that I shall always truly and diligently serve the people and the Republic of Kenya in the office of Member of County Assembly of Nairobi City. I will be loyal to my party leader,

“That I shall diligently perform my duties and discharge my functions in the said office to the best of my judgment. So help me God,” she said.

After taking their oath, the MCAs proceeded to elect the speaker of the county assembly, an exercise that was temporarily suspended after chaos erupted.
