IEBC says there were errors in electronic register serial numbers

The Independent Electoral and Boundaries Commission (IEBC) has admitted that there were errors in the KIEMS kit’s serial numbers as claimed by the evidence before the Supreme Court which is set to give a verdict of the presidential petition against William Ruto.

This was after the electoral agency was on Friday, September 2, put to task to explain a KIEMS kit with the same serial number had been used to upload forms 34A from two polling stations in Nyeri and Bungoma counties.

In her live demonstration at the Supreme Court lawyer, Julie Soweto took the court through how Thunguma Primary School in Nyeri and Psongoiywo Primary in Mt Elgon, Bungoma county, had their forms sent to the IEBC portal using the same KIEMS kit at the same serial number.

But in his defense, IEBC lawyer Mahat Somane confirmed the errors stating that the errors might have originated from the serialization of the technology gadgets.

“We understood our role in this court is to provide all the information for it to make a decision. We admit that those KIEMS have the same serial number. It was an error that originated at the time of the serialization,” Somane stated.

Somane however insisted that each KIEMS kit had a unique IP address that identifies a device on the internet.

Soweto also brought up the questions of PDF and JPEG, stating that the change in the file formats of the forms pointed to a pre-planned scheme to rig the vote.

However, IEBC database administrator Marin Nyaga said the KIEMS kits have with them an application that could scan the forms and save in PDF.

“KIEMS kit scans the form 34A into PDF, which is then transmitted to a storage server. At the storage server, the form is processed by an application to check for compliance with certain security features. If the PDF file has all the features, it is published on the public portal else, it is dropped,” said Nyaga in the report addressed to the Supreme Court.
