by Enock Ndayala

Kimilili Member of Parliament Didmus Barasa and his Sirisia counterpart John Waluke could be arrested for allegedly forging military titles.

According to the Ethics and Anti-Corruption Commission (EACC), the two legislators are being accused of using the Kenya Defense Forces (KDF) titles they never earned during their military service.

Barasa who recently assaulted a contractor-cum luyhia musician Stephen Masinde alias, Steve Kay is being accused of using Captain (rtd) while Waluke who is out on bail as his appeal against conviction for fraud and illegal acquisition of KSh 297 million through shady deals at the National Cereal and Produce Board has been using the title of Major(rtd).

In a letter to the National Assembly, EACC boss Twalib Mbarak has cautioned them to drop the title’s failure to which they could be prosecuted for “misuse and misinterpreting of military titles” under the Penal Code and Leadership and Integrity Act.

“The commission received information that you have been using the title of Major (rtd) in your official transactions and otherwise, yet you know you have never acquired and/or attained such a title while serving (in the KDF),” letter to MP Waluke read in part.

A related letter was sent to Barasa who is facing a litany of other criminal charges relating to fraud and assault, copied to Speaker of the National Assembly Justin Muturi, Clerk of the National Assembly Michael Sialai, and Chief of Defence forces Robert Kibochi.

“It is therefore evident that you have never acquired the rank of Captain (rtd) and any such representation to the public and in the official documents such as those filed at the office of the Clerk of the National Assembly amounts to a breach of the integrity and ethical requirements, “letter to Kimilili MP read in part.

The Jubilee MP-elect however told the Parliament that he had worked for the Kenya Armed Forces as a Captain attached to the technical wing between 2001 and 2007.

But according to EACC investigations, he only served for one year and 76 days before he was fired over absenteeism and forgery after he was found to have faked documents to access a credit facility.
